Prime Minister Mostafa Madbouly has issued Decree No. 938 of 2026, published in the Official Gazette on March 31, reorganizing Egypt’s representation at key international and regional financial institutions.
Under the decree, Central Bank Governor Hassan Abdalla will serve as Egypt’s governor at the International Monetary Fund, with the Minister of Finance, Ahmed Kouchouk, appointed as alternate governor.
Abdalla will also represent Egypt as governor at the African Development Bank, with the Minister of Foreign Affairs, Emigration and Egyptian Expatriates, Badr Abdel Atty acting as alternate.
The decision further assigns the Central Bank governor as Egypt’s representative at the Arab Monetary Fund, with the Finance Minister serving as alternate.
Meanwhile, the Minister of Foreign Affairs will act as Egypt’s governor at the World Bank, with the Minister of Planning and Economic Development appointed as alternate.
Abdel Atty will also represent Egypt as governor at both the Arab Bank for Economic Development in Africa and the Arab Fund for Economic and Social Development, where the Finance Minister will serve as alternate in both institutions.
